2010-2015 Consolidated Plan and 2010-2011 Annual Plan Update:

DRAFT Consolidated Plan and Draft Annual Plan now available.

The Town of Paradise receives a Community Development Block Grant under the U.S. Department of Housing and Urban Development. The Town’s Consolidated Plan must be revised every 5 years; the Annual Action Plan is changed each year to reflect new budget appropriations and project allocations.

In accordance with the Housing and Community Development Act (HCDA) of 1987, as amended, the primary objective of the Town of Paradise CDBG Program is the development of a viable urban community, including decent housing, a suitable living environment, and the expansion of economic opportunities, principally for persons of low/moderate income.  To accomplish this objective, activities which 1) benefit low/moderate income persons, 2) aid in the elimination/prevention of slums or blight, 3) meet other urgent community development needs having particular urgency for which no other funds are available, will be given priority.

Public participation is requested.  Please attend one of the public hearings or submit written comments to Lauren Gill, Business & Housing Services, 5555 Skyway, Paradise, CA 95969 or email: lgill@townofparadise.com.

Human Resources & Risk Management - Home Print

You've heard that well-worn phrase that people are our most important resource.  For the Town of Paradise, that old saying still rings true.  The Town's employees provide exceptional police and fire protection services, land use planning and building code assistance, general administration and support services, as well as many other local government services.

The Human Resources & Risk Management Division is responsible for the Town's employee training and development, recruitment and selection process, health plan administration, maintenance of employee records, risk management efforts, and labor relations. The Human Resources & Risk Management Division is part of the Administrative Services Department of the Town Manager's Office, and is directed by Denise Farrell.

  • Risk Management - creating a safe work environment for employees and a safe Town for its citizens by administering safety training and OSHA mandated programs, managing workers compensation, assuring safe and healthy work environments, administering liability insurance programs, and responding to citizen and employee safety concerns
  • Recruitment - attract, develop, and retain a professional workforce capable of providing incomparable public service.  This is accomplished by working closely with departments to assess departmental staffing needs and coordinates the applications, testing and selection process to recruit the most qualified candidate. In addition, acts as a sounding board in the evaluation and promotional processes.
  • Benefits - a resource for a wide variety of services including all the traditional health benefits, deferred compensation and COBRA administration. This also includes leaves of absences like FMLA and military leave.
  • Training - develops the Town's workforce by assessing departmental needs, and delivers programs to ensure an available talent pool for the workforce of tomorrow.
