George Reed, Inc is making early progress for construction of the Downtown Paradise Safety Project. On July 30, drivers on Skyway noticed significant lane layout changes which were implemented for construction and will resemble the final “downtown” configuration. During construction, drivers will experience delays through Town. Once the project is complete, traffic flow will improve. The Town appreciates your patience during the construction phase of the project.

The Town of Paradise maintains approximately 100 miles of roadway with about 80 miles of striping (centerlines and lane/edge lines).

These lines fade and wear away due to heavy traffic and snowplow and sanding activities. The Town of Paradise Public Works Division, in conjunction with Butte County Public Works Department, will begin centerline striping and lane line operations on the most heavily traveled roadways.

Starting Tuesday, July 8, 2014, Ginno Construction crews will be performing utility location and connection work at the intersection of Skyway at Maxwell Drive. Work will require temporary traffic control in effect between the hours of 8AM and 4PM near the Maxwell Drive intersection. Motorists should expect various lane closures intermittently over the next few weeks. Traffic signal operation will be maintained throughout construction and motorists should not be delayed through the work area. All work is related to the new Big 5 Sporting Goods store construction at 7337 Skyway.

The Town of Paradise has partnered with Butte County to provide an emergency mass notification system for the citizens of the County of Butte. This new system has replaced the Town’s prior emergency notification system. Citizens must log onto the website and provide their contact information as prior registrations cannot be transferred. The Town of Paradise is offering up to $40,000 in mortgage assistance to first-time, low-income homebuyers through a CalHome Program grant. These funds help lower-income households to purchase affordable housing while assisting the community’s lower-end housing market by providing jobs for people in the housing industry and by bringing $1,000,000 of new funds into the Town’s economy.

Pursuant to Government Code Section 65090, NOTICE IS HEREBY GIVEN by the Town of Paradise Town Council that a public hearing will be held on Tuesday, April 22, 2014 at 6:00 p.m., or as soon thereafter as possible, in the Town Hall Council Chambers, 5555 Skyway, Paradise, California, regarding the following matter:

a.        Town Council shall consider adopting an ordinance making findings and extending Ordinance No. 539 for an additional 10 months and 15 days in accordance with Government Code Section 65858. Ordinance No. 539 is an interim urgency ordinance of the Paradise Town Council that enacted a 45 day moratorium on the establishment of fences, gates or barriers within or across private access easements within the Town of Paradise.  

b.        Pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15061 (b)(3), the proposed ordinance extension is exempt from environmental review because there is no possibility that the extension of the moratorium will have a significant effect on the environment.

The Town of Paradise Public Works Department will begin the spring herbicide application as early as the week of April 7, 2014 (weather permitting). This herbicide application is intended to keep the road edges and ditches free of noxious weeds and will help reduce the fire danger for the upcoming summer. We will be using sprays containing either Glyphosate or Triclopyr as active ingredients. The herbicide spraying will consist of critical road shoulders, selected areas along the Memorial Trailway and drainage ditches as well as spot spraying the poison oak and invasive broom species. Spraying operations will be conducted over the next several weeks, as weather permits. Crews will be starting as early as 1:00 AM each day (to avoid traffic and wind that may pick up later in the day).

Paradise General Plan Housing Element Update Public Workshop

The Town of Paradise is inviting the public to participate in a workshop to discuss the update to the Town’s General Plan Housing Element. Under State law, every city and county in California is required to adopt a Housing Element that identifies local housing needs and establishes a community housing strategy. The Town of Paradise is required to have its Housing Element adopted and certified by the California Department of Housing and Community Development by June 15, 2014. Pacific Municipal Consultants (PMC) has been retained by the Town of Paradise to assist with the update of the Town’s Housing Element.

One of the first steps in this process is to gather input from stakeholders and members of the community. As a citizen or as a person representing a community organization with knowledge of housing issues in the Town, we invite you to participate in our stakeholders meeting. Town staff and PMC will provide an overview of what the Housing Element is and why it must be updated and seek your perspective on housing needs in Paradise and how we can improve our housing programs to better serve Town residents.

Please join us to share your opinions and learn about this important topic. The public workshop will be held on Tuesday, February 4, 2014 at 5:30 p.m. in the Town Council Chambers at Paradise Town Hall, 5555 Skyway in Paradise, CA. GILKEY GENERAL PLAN AMENDMENT/REZONE (PL12-00020) APPLICATION: Consideration of a Planning Commission recommendation for Town Council approval of a Paradise General Plan land use map amendment to change the land use designation affecting a +0.24 acre portion of a +4.7 acre property from Community Services (CS) to Central Commercial (CC) and change the zoning for the same area from Community Services (CS) to Central Business (CB). The recommended action is intended to accommodate a lot line adjustment to resolve conflicting legal descriptions for two adjacent properties and to relocate a property boundary that currently lies beneath an existing commercial building. No physical development is proposed. The property involved is improved with a public parking facility located adjacent to Pearson Road in Paradise; APN 052-223-017 (portion). The property is located on the south side of Pearson Road between Black Olive and Sierra Park Drive.
