2010-2015 Consolidated Plan and 2010-2011 Annual Plan Update:

DRAFT Consolidated Plan and Draft Annual Plan now available.

The Town of Paradise receives a Community Development Block Grant under the U.S. Department of Housing and Urban Development. The Town’s Consolidated Plan must be revised every 5 years; the Annual Action Plan is changed each year to reflect new budget appropriations and project allocations.

In accordance with the Housing and Community Development Act (HCDA) of 1987, as amended, the primary objective of the Town of Paradise CDBG Program is the development of a viable urban community, including decent housing, a suitable living environment, and the expansion of economic opportunities, principally for persons of low/moderate income.  To accomplish this objective, activities which 1) benefit low/moderate income persons, 2) aid in the elimination/prevention of slums or blight, 3) meet other urgent community development needs having particular urgency for which no other funds are available, will be given priority.

Work Training Center Use Permit Modification (PL09-00202) Application requesting to modify the terms and conditions of a previously approved use permit (modification of requirements for the timing of public street frontage improvements) for property located at 7837 and 7849 Skyway, Paradise, AP No. 051-163-039.

Town of Paradise:  Abandonment of Nonconforming Land Uses – Pursuant to provisions of Paradise Municipal Code section 17.39.200, the Planning Director on behalf of the Town of Paradise shall consider the evidence of record and determine whether or not to officially declare the nonconforming land use facilities of “Aloha Lodge” and “Aloha Paradise” that previously occupied properties located at 5424 and 5446 Black Olive Drive [AP Nos. 052-223-011, -012 and -013] as abandoned.

The Town of Paradise Public Works Department will being Spring Herbicide Application the week of March 10, 2010, weather permitting.  Spraying operations will be conducted over the next several weeks.

The Town of Paradise is soliciting Statement of Qualifications (SOQ) for qualified environmental consultants to formally identify and approve a list of environmental consultants that will be utilized to prepare environmental documents that satisfy both CEQA and NEPA requirements over the next three years.

Interested parties should either request via email, or pick up a “Request for Qualifications” package at the Town Clerk’s Office, Town Hall in Paradise for more information and instructions.  Contact Joanna Gutierrez at phone: 530.872.6976, fax: 530.877.5059, or email: jgutierrez@townofparadise.com for an electronic pdf RFQ package.  Statement of Qualifications shall be submitted no later than 2:00 pm (PST), March 10, 2010. 

The Town of Paradise is soliciting proposals for qualified materials testing and geotechnical consultants. Interested parties should either request via email, or pick up a “Request for Proposal” package at the Town Clerk’s Office, Town Hall in Paradise for more information and instructions.  Contact Joanna Gutierrez at phone: 530.872.6976, fax: 530.877.5059, or email: jgutierrez@townofparadise.com for an electronic pdf RFP package.  Proposal packages shall be submitted no later than 3:00 pm (PST), March 10, 2010.

The Town of Paradise is soliciting proposals for qualified professional surveyors to conduct and provide topography and boundary surveys, easement legal descriptions and exhibits, and provide construction-staking services for the Pearson Road Park & Ride Project.  This is federally funded and proposers should have a good understanding of the general requirements associated with federal aid projects.

RISLEY REZONE (RZ-06-4) APPLICATION: Planning Commission recommendation for Town Council approval to formally change the zoning  from Rural Residential-2/3 Acre minimum (RR-2/3) to Rural Residential-1/2 Acre minimum (RR-1/2) for property located at 5887, 5893 and 5913 Kibler Road and further  identified as assessor parcel numbers 053-180-162, 164 and 165, to accommodate a land division.

RISELY REZONE, PARCEL MAP AND TREE FELLING PERMIT (RZ-06-4; PM-06-16; PL10-00024) APPLICATIONS proposing a property rezone for a +6.11 acre land area consisting of three properties from Rural Residential-2/3 acre minimum (RR-2/3) to Rural Residential-1/2 acre minimum (RR-1/2), approval of a parcel map to divide a +4.22 acre property included in the rezone into four parcels of record, and the felling of 2 qualifying trees to accommodate road access improvements for property located at 5887, 5893 and 5913 Kibler Road and further  identified as assessor parcel numbers 053-180-162, 164 and 165.

CHAMBERS SITE PLAN REVIEW PERMIT (PL09-00387) APPLICATION: Planning Director referral to Planning Commission- Applicant is requesting Town approval to establish a tow service impound yard on property currently occupied by a vehicle storage/used vehicle sales business occupancy located at 6633 Skyway, AP No. 052-090-044.

Luther Use Permit (PL10-00002) Application proposing to replace a previous existing nonconforming land use [a +480 sq. ft. residential garage] that was destroyed by a falling tree on commercial zoned property located at 5374 Black Olive Drive, Paradise, AP No. 052-231-003.

PARADISE  MUNICIPAL CODE:  -  Planning Commission recommendation for Town Council adoption of proposed text amendments to regulations contained in Paradise Municipal Code Chapters 17.11, 17.34, 17.38 and 17.45. The amendments affect municipal code statutes related to: commercial composting, mobile home park standards, parking regulations, and site plan review permit and use permit revocation procedures.

The project proponent is requesting a property rezone for a +6.11 acre land area consisting of three properties from Rural Residential-2/3 acre minimum (RR-2/3) to Rural Residential-1/2 acre minimum (RR-1/2) and approval of a parcel map to divide a +4.22 acre property included in the rezone into four parcels of record.

The project site consists of a single property located along the south side of Nunneley Road near its intersection with Kibler Road, addressed as 1656 Nunneley Road.  The site is situated within the northwest quarter of the northeast quarter of the northeast quarter of Section 24, T22N, R3E, MDB&M; and is locally identified as Assessor Parcel No. 054-132-107.

Town of Paradise awarded the American Public Works Association "Project of the Year" distiction for the construction of the Skyway/Wagstaff traffic signal.
