The Paradise Town Council is comprised of five members elected at large by the community to four-year staggered terms of office. Council elections occur in even numbered years and depending on the year submit two or three seats to the voters.

Each December, the Town Council selects two of its members to serve one-year terms as Mayor and Vice Mayor. The Mayor presides over the Council meetings, as well as serving as the Council's ambassador during their year at the helm.

The Town Council regular meetings are held on the second Tuesday of the month at 6:00 p.m.  The meetings are held in the Town Council Chambers located at 5555 Skyway, Paradise, California.  Click here to download Council agendas.

The Town Council is the chief policy making body for the Town of Paradise. In that role, they establish priorities, set policy, and adopt programs. Approving the annual Town budget is one of the Council's most crucial and sweeping responsibilities.  


 Tim Titus, Mayor

 

Tim was elected in November 2010 to the Paradise Town Council and was selected by Council to serve as Mayor for a one-year term at the December 11, 2012 Council meeting.  Tim has been a resident of Paradise since 1992.  He has been married to Carmen for over 30 years and is the father of three and grandfather of three, and has been active in both private and civic organizations.  Tim has served on various not for profit boards such as the Salvation Army and United Way and is a member of the Benevolent and Protective Order of the Elks.  As a small business owner, Tim has been active in the insurance industry for over 30 years and has served as past president for both the local chapters of the Life Underwriter and Health Underwriter Associations.  Tim's civic duties include being a past Chairman for the Butte County Republican Party, a Planning Commissioner for the Town of Paradise, a member of the Finance Committee for the Town of Paradise, and has served two terms as a Trustee, as well as past president, for the Paradise Unified School District Board, before being elected to the Paradise Town Council in November of 2010.


 Scott Lotter, Vice Mayor

Scott is a local business owner who was appointed to the Town Council in April 2002.  He was elected to office later that same year, returned to office by the voters in 2006 and again in November 2010.  Scott was selected by Council to serve as Vice-Mayor for a one-year term on December 11, 2012.  Scott is actively involved with the League of California Cities and serves on the LCC Public Safety Policy Committee.  Scott is affectionately known as the Council 'techie', and keeps his peers informed about the latest technological advances.


 Greg Bolin,  Council Member

Greg was born in southern California and moved to Paradise in 1967, which was a few days before his 9th birthday.  He attended Paradise schools and graduated from Paradise High School in 1976.  In 1977 he married Kathleen who was and is his best friend.  They stared a family construction business in 1979.  He and Kathleen have raised their four children in Paradise where they attended Paradise schools.  Two of his sons work in the family business where they build custom homes and perform remodels.

Greg has had the privilege of serving as a member of the Paradise Alliance Church for the past 38 years. He also works with a group of men associated with the church called Alliance Kingdom Builders doing charitable projects in the community and abroad. He is proud to be a Rotarian and has served on the Town of Paradise Planning Commission for the past 4 1/2 years.  Finally he has coached different sports teams and supports Paradise athletics.  He cares deeply for the community and is looking forward to serving with the Town Council.


 Steve "Woody" Culleton,  Council Member

Steve was elected to the Town Council in 2004, and again in 2008 serving as Mayor for the 2007 term.  Steve, or Woody to his many friends, is active in youth programs and other community events where high energy and enthusiam are needed.  He is also deeply involved with the League of California Cities, serves as the President of the Sacramento Valley Division Board of Directors as well as on the LCC Administrative Policy Committee. 


 John J. Rawlings, Council Member

John was born in Norfolk, Virginia, educated in the Norfolk Public School System and graduated from Tidewater Community College, Cum Laude with a degree in Police Science (Criminal Justice). He served six years active duty with the U.S. Army after which he returned home and worked for Virginia Electric and Power Company.  He then started a 30-year career with Norfolk City with 18 of those years in the Police Department. He retired in 1998 and moved to Paradise where he has made his home.  Paradise is also where he met and married his wonderful wife Priscilla Abken-Jones. 

John is a member of The Association of the United States Army (AUSA), Paradise VFW Post 2039 and a Past Big Sir of Paradise Branch 52 of Sons in Retirement. John and Priscilla are members of the Paradise Christian Mission Alliance Church where they volunteer as Greeters and as instructor mentors teaching children about the Bible in the Children's Ministry Program.
