PRESS RELEASE- PPD Case 23-0938- Parolee/Firearm Arrest

On 12/17/2023, PPD Officers were conducting follow-up for the investigation into the possession and manufacture of firearms from the arrest of Mr. Dodd. During the investigation, officers learned of a local storage unit in the area rented by Mr. Dodd. It was also learned his spouse, identified as Emily Dodd, was likely assisting him in removing and concealing additional illegal items. I was also believed Mrs. Dodd was involved in the Manufacture and sale of said items and conspiring with Mr. Dodd to flee the area upon his release from custody. The evidence learned created probable cause to contact Mrs. Dodd and effect an arrest for the above violations. Officers obtained an additional search warrant of the Dodd residence due to the belief there were items concealed at the location. Pursuant to the search warrant, officers responded to the location and served the search warrant at the residence, which was located in the 1000 block of Elliott Road. During the warrant service, officers located additional firearms parts as well as printing equipment and electronic devices. Mrs. Dodd approached officers as she was not initially at the location. Mrs. Dodd was placed under arrest for conspiracy, possession of firearms and ammunition by a prohibited person. An additional subject, Magalia resident Shiloh Austin, was located at the residence and placed under arrest for resisting / delaying an officer and possession of a controlled substance.

Officer Tuck and Officer Wood coordinated to conduct a traffic stop an a vehicle that appeared to be evading them. The vehicle displayed expired registration tags and drove recklessly to avoid the two officers. The vehicle pulled into the driveway of a residence in the area of Elliott Rd and Copeland Rd. Officer Wood determined the male driver was on Parole from the California Department of Corrections and Rehabilitation for a prior conviction of armed robbery. The male was identified as 40-year-old Jeremy Dodd, a resident at the location. As Officer Tuck prepared to conduct a parole compliance search, Mr. Dodd informed officers he had a firearm in a shoulder holster.

Mr. Dodd was compliant and cooperative with officers, who detained him and made the firearm safe. Mr. Dodd admitted to possessing multiple additional firearms and described where each one was located in the vehicle and residence. Officers entered the residence with Mr. Dodd's permission (and in accordance with Mr. Dodd's Parole terms). Officers located two devices commonly referred to as 3D Printers. One of the 3D printers was in active operation manufacturing what appeared to be a suppressor/silencer.

Officers contacted Mr. Dodd's parole agent who responded to the scene to assist. During a search of the residence, officers located a short-barrel AR-15-style rifle, three functional 3D printed handguns, multiple additional firearm frames in various stages of completion, dozens of firearm components, multiple high-capacity magazines, some of which were 3D printed, four suppressors (also known as silencers), hundreds of ammunition cartridges, an armor carrier with ballistic armor plates; and all the equipment, software, and supplies to manufacture more firearms. Officers also located 10 lbs of certain precursor powder compounds that Mr. Dodd claimed were to prepare homemade gunpowder.

Mr. Dodd was placed under arrest and charged with 26 felony weapons charges in addition to violation of parole. The code sections violated include: PC 25850(c)(4), PC 30315, PC 25850(a), PC 25850(c)(1), PC 24610 (three counts), PC 29800(a) (four counts), PC 30305(a) (six counts), PC 30605(a), PC 30600(a), PC 25850(c)(6), PC 33600, PC 33410 (four counts), and PC 31360(a).
