Press Release: Narcotics and Ghost Gun Removed from the Streets of Paradise

Paradise Police Officers responded to a report of an unconscious subject in a vehicle near the intersection of Elliott Rd. and Clark Rd. Witnesses reported they made several attempts to wake the subject up but were unsuccessful in their efforts.
After contacting the male subject, Paradise Police officers observed objective signs the male was under the influence of a controlled substance. As officers continued to investigate this situation, the male provided a false name to officers. After being placed under arrest for being under the influence, the male correctly identified himself as 37-year-old Andrew Kelley, a Magalia resident. Mr. Kelly was found to have an outstanding arrest warrant for a Post Release Community Supervision (PRCS) violation from Butte County and an additional warrant from the Washington State Department of Corrections for escaping a work release program stemming from charges related to firearm possession, burglary, and vehicle theft.
After further investigation, Mr. Kelley was found to be in possession of a loaded and non-serialized handgun as a felon, Schedule 4 narcotic medications (without a prescription), unaltered dangerous fireworks, methamphetamine, heroin, and cocaine.
Mr. Kelley was transported to the Butte County Jail where he was booked on his outstanding warrant as well as violations of 1551(a) PC – Fugitive from justice, 29800(a)(1) PC – Prohibited person in possession of a firearm, 30305(a)(1) PC – Prohibited person in possession of ammunition, 25850(a) PC – Carrying a loaded firearm within a vehicle, 25800(a) PC – Armed criminal action, 12700(b)(1) HS – Possession of dangerous fireworks, 11377(a) HS – Possession of methamphetamine, 11364(a) HS – Possession of drug paraphernalia, 11350(a) HS - Possession of heroin, 4060 BP – Unlawful possession of prescription medication, 647(f) PC – Public intoxication, and 148.9(a) PC – Provide false identity to police officers. Due to the nature of his crimes, Mr. Kelley was denied bail.
